For today’s SAE CAREs (Clinical and Research Experts) Podcast, Bill Panepinto stops by to talk with Thomas Cruz of SAE & Associates and Dr. Steve Estrine, CEO of SAE, about the refined design for providing residential services in New York under the Office of Alcoholism & Substance Abuse Services (OASAS). Bill Panepinto worked at NYS OASAS for 27 years, serving as Bureau Director for Treatment Development and then for Housing. Now, he works for St. Joseph’s Addiction Treatment & Recovery Centers as Director of Special Projects, is an associate for SAE, and is a pro bono consultant for Alcoholism & Substance Abuse Providers of New York State (ASAP NYS).

During the podcast, they discuss the differences between the traditional residential design and OASAS’s new proposed structure, why providers are reluctant to submit their applications to OASAS, the move away from a fee-for-service model to a managed care model, and key things to consider during a NYS agency’s transition to the refined residential design.
