Target Population: The purpose of this program is to provide services to those at highest risk for HIV and substance use disorders.

Eligibility:

Eligible applicants are community-based domestic public and private nonprofit entities, federally recognized American Indian/Alaska Native Tribes (AI/AN) and tribal organizations, and urban Indian organizations. For example, non-profit community-based organizations, faith-based organizations, colleges and universities, health care delivery organizations, territories, and local governments are eligible to apply.
