The New York State vision for the Medicaid System for Children is undergoing a substantial transformation. Child-/Youth-focused organizations are expected to be prepared for the following:
- enrollment of children in foster care into Medicaid Managed Care plans;
- additional inclusion of specialty behavioral health services in Medicaid Managed Care plans;
- enrollment of children into Health Homes for care coordination under the State Medicaid Plan;
- establishment of the six new Medicaid State Plan Amendment (SPA) services for individuals under 21 years of age (crisis intervention; community psychiatric support and treatment; psychosocial rehabilitation services; other licensed practitioner; family peer support services; and youth peer training and support); and
- consolidation and change in the Children’s Waiver Program.
In response to the system transformation, SAE has assembled a team of professionals to assist agencies with the policy and operational decisions, fiscal modeling, and changing EHR needs under children’s Managed Care. By now, you may have read our recent Issue Brief on the six new State Plan Amendment (SPA) services for children and youth. Introducing our Team
Susan M. Bowler, PhD, has over 30 years of experience in integrating complex children’s mental health, child welfare, and juvenile justice systems through an evidence-informed, system of care approach in a managed care environment. Most recently, Dr. Bowler has been a leader in system-wide reform in the state of Rhode Island as they seek to fully integrate economic development, employment support, and clinical/social services in a single plan to assist the highest-risk youth.
Joseph F. Marafito, MS, has over 30 years of experience in adolescent and family systems development, treatment, and evaluation. Most of those years have been focused on systemic change on the state level working with provider groups, as well as individual agencies and programs. Other experiences include administrative leadership of human service agencies that served youth and adults with intellectual and developmental disabilities. The last 5 years have been focused on program evaluation consultation on a national level.
Kristin Woodlock RN, MPA, has over 30 years of experience in government and nonprofits. More recently, Kristin oversaw the largest public mental health system in the United States as both the Executive Deputy and Acting Commissioner of the New York State Office of Mental Health. Kristin has been recognized by Peer and Family organizations as a partner in the delivery of person-centered and family-driven services. She has operated inpatient, outpatient, and community services for children and co-authored The Children’s Plan. Currently, Kristin works with SAE & Associates to assist organizations in their transition to Managed Care.
Rhonda Bohs, PhD, has over 25 years of experience implementing and evaluating child-/family-focused system of care transformation projects at the local, county, and state level. Dr. Bohs specializes in assisting healthcare organizations in transforming systems of care in areas related to patient-centered care, the integration of primary and behavioral health, and the implementation of evidence-based practices.
David Fazio, MPP, has been a leading voice in both government and nonprofit finance in New York City for over 25 years. Most recently, he served as the Chief Financial Officer for Volunteers of America-Greater New York. In government, David was the Deputy Commissioner for the New York City Administration for Children Services (ACS) where he oversaw all of the City’s publicly-funded child care and Head Start programs. He was also the Chief Financial Officer for ACS under Commissioner Nicholas Scoppetta for six years. In the nonprofit sector, he previously served as the Chief Financial Officer for Common Ground Community and the Children’s Aid Society. Currently, David works with SAE & Associates to assist organizations in their transition to Managed Care.
Loan Mai, PhD, is the Director of Population Based Health Management at SAE & Associates. She is experienced with the clinical mapping of values in IT solutions specific to managed care transition planning and evidence-based care. With direct work in Early Child Development and Prevention Programs, she ties clinical knowledge into operational steps for practice change. Dr. Mai has over 25 years of experience providing clinical and social services in a range of communities throughout the country.
