STEVEN A. ESTRINE, PhD
President and Chief Executive Officer
Steve Estrine, Ph.D, is the founder and president of SAE & Associates. He has more than 35 years of experience as a high-level administrator, strategic planner, and mental health and substance abuse program developer for the most vulnerable, at-risk populations across the life span. Dr. Estrine has held positions as Director of Adult Psychiatric Services of the New York State Office of Mental Health, Director of Public Sector Psychiatry at New York Presbyterian Hospital, and Director of Program Development at North Shore-Long Island Jewish Health Systems. His guidance has yielded millions in grant funding for programs serving the needs of those who are homeless, coming out of prison, and/or impacted by co-occurring mental illness and substance abuse, including veterans. His innovative approaches to increasing health literacy and improving health integration and access for vulnerable populations has been an asset to human services organizations and agencies since 2007. He is the editor of Service Delivery for Vulnerable Populations: New Directions in Behavioral Health, published in 2011 by Springer publications. Dr. Estrine is a marathon runner and has run in 15 NYC marathons.
Chief Operating Officer
Susan Liebold has more than 20 years of experience in business operations for the nonprofit and private sectors. Her experience includes business planning, contracts management and operations management. She is well versed in managing government funded contracts, ensuring project fidelity and adherence to government donor regulations through program monitoring and fiscal oversight. She served as the President of a volunteer agency for two years, and as a Board member of an art organization. Ms. Liebold was a Peace Corps volunteer in Mali, West Africa, and worked in the international NGO arena traveling to projects in Asia and Africa for ten years. She is also a professional photographer whose work has been exhibited internationally.
LOAN MAI, PhD
Director of Population Based Health Management
Loan Mai, Ph.D, brings to SAE 25 years of experience providing clinical and social services in a range of communities throughout the country. She has developed a deep understanding of the challenges facing provider systems and consumers. She has direct experience with the development of EMR systems for behavioral health and integrative care platforms for special populations. With a focus on data-driven solutions, Dr. Mai leverages population health management tools to best fit clinical best practices and address gaps in care. Her clinical experience as a cognitive behavioral therapist has focused on trauma and addiction treatment for complex care populations with high service barriers, including veterans, the homeless, victims of sexual abuse and sex trafficking, immigrants with migration trauma and end of life care.
AMANDA ESTRINE, MBA
Director of Finance
Amanda Estrine has extensive experience in financial analysis and risk assessment. As the Director of Finance at SAE & Associates, she is responsible for strategic planning and financial reporting for SAE, in addition to creating financial plans and projections for SAE’s clients in the behavioral health field. Prior to SAE, she was the Director of Budgets at PSCH, a Human Services provider with over $100 million in programs for the developmentally disabled and the mentally ill. In her capacity as Budget Director, she analyzed how to maximize revenue and determine optimal financing models for a wide array of Medicaid, New York State and City funded programs such as mixed use housing models, care coordination teams, PROS programs, vocational services and school based Article 31 mental health clinics. To achieve this, she partnered with operations staff to ensure that corrective action plans were executed and drafted presentations of her findings for key stakeholders such as the CEO and Board of Directors. Before transitioning to the public sector, Amanda drafted financial forecasts for wholesale multimillion dollar clothing lines. Amanda holds a MBA from the Ross School of Business at the University of Michigan and a baccalaureate from Barnard College.
FRANK GUIDA, PhD
Frank Guida is a psychologist, trained at the University of Chicago. Through his role as evaluation director for SAE and Associates, he has overseen several Substance Abuse and Mental Health Services Administration (SAMHSA)-funded grants. For many years, he was a psychologist at the University of Medicine and Dentistry of New Jersey-Community Mental Health Center, where in addition to practicing psychotherapy, he conducted epidemiological studies of pathological gambling and was on the staff of the Research Diagnostic Project funded by NIDA and the National Institute on Alcohol Abuse and Alcoholism.
