Home and Community Based Services (HCBS) Application Open for NYS Providers

New York State has released its application for providers to receive a Home and Community Based Services (HCBS) designation, which will allow agencies to provide HCBS within the State’s public behavioral health system. HCBS services were authorized by CMS as an effort to keep individuals within the community and out of hospitals, nursing homes or other institutions. These services include wraparound supports that are not typically reimbursable, such as peer support services, transportation, habilitation/residential support services, family support and training, mobile crisis intervention, crisis respite, education support/pre-vocational services, and supported employment. New York State residents diagnosed with a Serious Mental Illness (SMI) and/or a Substance Use Disorder (SUD) will have the ability to enroll in a Health and Recovery Plan (HARP), which will allow them to access an enhanced benefit package that includes an array of HCBS.

All providers wishing to provide HCBS must apply to be designated for each service they propose to offer and attest to meeting the staffing and service delivery criteria as outlined in the manual. Further, in order to participate in a HARP’s network, programs must be designated as eligible to provide HCBS.

The application deadline for NYC providers is Friday, December 5, 2014. Applications for the rest of the state can also be submitted at this time, but the official provider designation for areas outside of NYC will not be made at this time.
