The Measurement Year 2019 Health and Recovery Plan (HARP) Quality Measure Set was created in collaboration with the Behavioral Health/ HARP Clinical Advisory Group (CAG) and the New York State Value Based Payment Workgroup. This measure set is meant to align with measure sets put forth in the Delivery System Reform Incentive Payment (DSRIP) Program, for the Quality Assurance Reporting Requirements (QARR), and the Merit-based Incentive Payment System (MIPS), where applicable. The HARP measure set was designed to encourage providers to meet high standards of patient-centered clinical care and coordination across multiple care settings for the HARP population. See the full HARP Quality Measure Set here.
With expert knowledge in isolating and operationalizing measure sets, SAE can assist providers to participate in value based payment. With experience analyzing cost-of-care and risk adjustments for special populations, SAE’s Value Based Payment team can develop Value Propositions that take into account social determinants of health for community based organizations, MACRA alignments for integrated care impacts and cost savings for managed care negotiations. SAE was very diligent, knowledgeable and savvy in their approach with this project. SAE assisted us during a very critical time of leadership transition with the Behavioral Health Division. SAE was able to respond promptly and guide us through the process of data collection, analysis, and finally to the final product of conceptualizing the value statement. This analysis, which blends clinical and financial analyses, was critical for the survival of at least one, but more likely, four of our behavioral health programs. I am extremely grateful to SAE for their warm and empathetic approach. I consider SAE part of the Goodwill Behavioral Health team, and we look forward to working with them again in the future.
